Quick Answer

Most foreign visitors check into hotels in mainland China by showing the original passport or another accepted identity document at reception. The hotel records the guest information and submits the required accommodation registration. You do not normally make a separate police-station visit when staying in a hotel.

The difficult part is not the rule on paper. Some front desks, especially at smaller properties or on late shifts, may be unfamiliar with foreign passports or the registration process. Confirm your booking before arrival and keep a backup hotel in mind for your first night.

What Normally Happens at Check-In

1. Give reception the original passport or other accepted identity document for every guest.

2. Show the reservation name and booking confirmation.

3. Confirm the room, deposit, breakfast and payment method.

4. Let the hotel record the required identity and accommodation information.

5. Check that the passport is returned before you leave reception.

The official 2025 government guide says foreign travelers staying in hotels should present passports, Foreign Permanent Resident ID Cards or other valid identity documents at reception. The hotel, not the tourist, handles hotel accommodation registration.

Can Hotels Refuse Foreign Guests?

A common online explanation says that only hotels with a special “foreign guest licence” may accept foreigners. Do not use that as the current national rule. A 2024 circular issued by the Ministry of Commerce and six other departments said local authorities and online platforms should not restrict accommodation operators from receiving foreign guests based on qualification requirements. It also prohibited illegal advertising that a property does not accept foreign guests.

At the same time, hotels still have a legal duty to register foreign guests and report the required accommodation information. In practice, a front desk may say no because staff do not know the foreign-passport workflow, the night shift cannot use the system, the property is not operating as the type of accommodation advertised, or the location has a genuine local restriction that the receptionist cannot explain clearly.

This difference matters: “the hotel must register you” is not the same as “every listing will complete check-in smoothly at midnight.” Prepare for the real situation without repeating an outdated blanket rule.

What to Confirm Before You Pay

Check

Why it matters

What to do

Foreign passport check-in

A platform listing does not prove the current front desk knows the process.

Message or call the property and ask for written confirmation.

Reception hours

A late shift may be smaller or less experienced.

Send your flight or train arrival time and confirm late check-in.

Exact guest names

A name mismatch slows identity checks.

Use the passport spelling for every guest.

Payment and deposit

Not every property accepts an overseas card directly.

Ask whether international cards, mobile payment or RMB cash are accepted.

Property type

A private apartment or informal guesthouse may require a different registration workflow.

Ask who completes accommodation registration and how.

Cancellation support

A refusal may require rebooking and a later refund dispute.

Keep the confirmation, messages, receipt and platform support channel offline.

For the first night, prefer a refundable booking where possible. Save the hotel’s Chinese name, Chinese address and phone number so a driver or station employee can help you reach the correct entrance.

What to Bring to Reception

· The original identity document used for travel and entry.

· The booking confirmation and reservation number.

· The passport spelling of every guest’s name.

· Your arrival details if checking in very late.

· A working payment method plus one backup.

· Your visa, stay document or visa-free entry details if reception needs to verify them.

· Offline screenshots in case mobile data or email does not work.

Do not hand over a passport and walk away without knowing when it will be returned. A brief scan or data-entry period is normal; keeping it without explanation is not something you need to accept casually.

What Accommodation Registration Means

Under China’s Exit and Entry Administration Law guidance, hotels register foreign guests and submit the accommodation information to the local public security authority. This is part of hotel check-in, not a separate optional service.

If you move to another hotel, the new hotel handles registration for the new stay. Keep booking records if you later need evidence of where you stayed for a visa, stay-permit or other administrative matter.

If the Hotel Says It Cannot Check You In

1. Ask what the exact problem is. Is it the passport type, name mismatch, registration system, late-arrival policy, room inventory or payment?

2. Ask for the duty manager. Calmly show the confirmed reservation, every guest’s original passport and the written confirmation that foreign-passport check-in was accepted.

3. Contact the booking platform. Ask support to speak with the property, document the refusal and arrange a replacement or refund process.

4. Use the right public channel. Call 12367 for immigration and accommodation-registration guidance. For local service coordination or a complaint about implementation, 12345 may help route the issue. Use emergency police only when there is a genuine safety or public-order emergency.

5. Protect the night first. If the issue will not be solved quickly, move to a confirmed backup with staffed reception. Preserve screenshots, names, times and receipts for the refund or complaint afterward.

Common Check-In Problems and Fixes

What reception says

Likely issue

Next step

“The system cannot read your passport.”

Staff may be using the wrong document workflow or relying on a scanner.

Ask for a manager or manual-entry procedure and call 12367 if registration guidance is needed.

“Your name does not match.”

The booking may omit a middle name or reverse name order.

Show the passport and platform record; ask the platform to correct the guest name.

“We do not accept foreigners.”

The property may be following outdated practice or avoiding registration work.

Ask for a manager, contact the platform and preserve the statement in writing.

“No one can check you in now.”

Late reception or staffing issue.

Use the arrival confirmation, call the property and move to the backup if no qualified staff are available.

“Your card does not work.”

This is payment, not passport eligibility.

Try the agreed backup method; do not let a payment failure become a misleading foreign-guest refusal.

If You Stay Outside a Hotel

If you stay in a private home, apartment or other lodging outside a hotel, the foreign guest or the person providing the accommodation must normally complete registration with local public security within 24 hours after check-in.

Local procedures differ. As of March 20, 2026, the National Immigration Administration is piloting online non-hotel accommodation registration in Hebei, Liaoning, Zhejiang, Hubei, Guangxi, Chongqing and Sichuan. The announcement says official online channels and existing in-person channels are available in those pilot areas. Do not assume the same online process is already available nationwide.

Before booking a private rental, ask the host who will complete registration, which documents are needed and whether the address can legally be used for the stay. If the host says registration is unnecessary, verify that claim with the local public security authority or 12367.

First-Night Checklist

· Confirm foreign-passport check-in in writing.

· Confirm the reception will be staffed at your arrival time.

· Use passport spelling for every guest.

· Save the Chinese hotel name, address and phone number offline.

· Bring the original passport and booking confirmation.

· Confirm payment and deposit methods.

· Save platform support, 12367 and local 12345 contact details.

· Keep one nearby backup hotel that has confirmed late foreign-passport check-in.

FAQ

Frequently asked questions

Q.Do I need to visit the police after hotel check-in?

A.Normally no; the hotel handles registration. The 24-hour self/host registration rule applies to lodging outside hotels.

Q.What if I stay with friends or in an apartment?

A.The guest or host must normally register with local public security within 24 hours. Check current local online or in-person channels.
