China’s departure tax refund can return part of the VAT on eligible goods bought by short-stay overseas visitors at participating stores. You need to shop at the right store, request the correct record, keep the goods available for Customs, and find both Customs and the refund agency before departure.

Standard refund upon departure

Keep the goods, travel document, refund record and invoice available. Complete Customs verification before taking the verified record to the tax-refund agency. If the goods will be checked, locate Customs before baggage drop.

From July 1, 2026, claims involving goods below RMB 10,000 use proportional random physical checks. Claims of RMB 10,000 or more continue to receive item-by-item inspection. Keep goods accessible even for a smaller claim.

Refund upon purchase

Participating stores may provide the estimated refund after an agreement and credit-card pre-authorization. You must still leave within the required period and complete departure verification. Cross-region confirmation is supported under the 2026 upgrade, and the nationwide departure period for this arrangement is 28 days.

How much will you receive?

Goods with a 13% VAT rate use an 11% refund rate, while goods with a 9% VAT rate use an 8% refund rate. The agency handling fee and Customs result affect the final amount. Do not simply subtract 13% from the shelf price.

Common failures and recovery

The store issued no refund record

Return to the participating store with the goods, receipt and passport. The airport normally cannot convert an ordinary receipt from a non-participating store.

The goods are already checked

Ask staff whether the bag can still be presented. Recovery may not be possible after baggage acceptance.

Your route changed

Confirm that the new departure port can complete the process. Not every crossing has a refund agency.
